Actually, the Cyborg Sourcebook (and to some degree, the implications of the 
Junker SB) pretyt much establishes the "tech".  Although I'll grant that the 
wartime applications don't seem to have trickled down to the 2083 general 
public as much as might be expected.

An amusing note is that whoever wrote the Tar Monster entry for the 
Muties/Monsters book seems to agree with you.  They note that Martin Wilson 
killed his father George Wilson in 1976, and that the ghost bombs then 
dropped "two and a half decades later."  Which would place the Apocalypse in 
2001, according to this entry (?!?).
