Nope. Deseret got its independence in the DL world when the WBTS started, and 
Brigham decided that Deseret should function as an autonomous entity until 
that war had been settled. To the national papers, the "State of Deseret" 
held ties to the Union, but he [Young] provided actual "aid" to neither side.

That was in 1866. Hellstromme didn't come to Deseret until a few years after 
Ghost Rock had been discovered. CoG has him listed as coming to Deseret in 
1870.

As to why he didn't fight it out...again, the highest power in the State has 
said "Get out." You're a small blob of brain matter suspended in a clanking 
can that you're constantly having to have tinkered with adjusted and updated. 
You want to fight an army under such conditions? Much cheaper and simpler to 
go to Denver. By that time, he had advanced science so much (particulary 
military science) that either government would have been happy to take 
him...and did so.
