[HoE] EMP Question

A question on this Doomsayer power,

When using EMP the doomsayer picks a TN, spend the required strain, but the
success number rolled will affect the next level of electronics, do you;

1) Only affect the electronics targeted by the number aimed for?
2) Affect the next level up as well

If 2) do you require the extra strain to be spent also?

OR do you not spend the strain until after the roll, requiring a min of 1 to
be spent even if they fail to reach any target number?
