No, I don't think it's a problem for two reasons:
1) The entire system for making this armor depends on having a) scrounged 
materials and b) a Junker.  The cost expended to buy a Kevlar vest from the 
book would be cheap compared to the time/energy/resources to train and equip 
such specialized talent.  After all, it would be just cheaper to make my own 
furniture, but I don't have the knowledge base to do it.
2)  The things I could do at home (start a garden for example) would be 
cheaper than going out to the grocery store and buying all of my food.  
Instead of money, I would invest my time and energy.  Therefore, in strictly 
financial terms, the homemade project would be cheaper.

In other words, what that junker put into that suit o' armor in terms of 
time and energy balance the cost of what it would take to buy it off the 
shelf.

Of course if you really want a kevlar vest you could always find an owner 
and take a called shot to the Noggin'...
