I would think that in HoE the Reckoners wouldn't bother with Lieutenants
anymore - they've already won and I imagine that the second in command
would require a lot of power to create/pump up - and the treachery of
Raven, the betrayal of Hellstromme and the loss of Grimme serve to prove
the risk of such an expenditure.
Stone would still be around because the mojo has been spent on him.  

Though I have a personal suspicion that he's gonna make an appearance on
Lost Colony.
