Unless it's a very large exposive device, the occupants of the vehicle
will most likely be shielded from any direct shrapnel, but will most
likely be engulfed in flames. I'd go with something akin to hosing them
down with flamethrowers... I'm thinking 10d10 damage (using massive
damage rules) at first, and then another 1d10 to 6d10 for several rounds
afterwards as the interior of the car and their clothing burns. Don't
forget to check to see if the car hits anything at high speed. Or are
you trying to be nice to the PCs?
