Sort of.  The Skinnies were the shock troops, etc. of the Bugs.  But they
were an independent race allied to the Bugs.  Near the end of the book,
Heinlein mentioned that the Humans managed to get the Skinnies allied with
them, and start forcing the Bugs back out of Human space.
