It amplifies the sound to high enough levels to cause damage- it's a sonic
weapon.  He was thinking you would spend Wind to make it work (to represent
the strain on your vocal cords, I guess).  I realized he'd also need Sensor
for it to actually pick up his voice.

On this note, has anyone come up with a power to make something able to
transform itself, a la, well, a Transformer?  I'm looking at making an NPC
who's actually built one, or is at least in the process of doing so.
