I'd say level 4.

Young Stone, in the Deadlands settings, has a pair of guns that do exactly
that. Since he's got all harrowed powers at level 4, this could serve as a
nice benchmark. As a side note, for any sort of power like this, I would
_really_ suggest that the character has to do some sort of quick little
ritual to reload the gun, like fire once into the air, or holster it and
redraw it. AND definitely not make the bullets accessible for unloading
and selling so the character can't become a walking source of inflation.
