[HOE] VTOL question

I knew I had a question to ask... just when I got around to
typing my 'I'm back' message, I had forgotten it.

The VTOL power (both in Junkman and Iron Oasis) says it can be
used to create jetpacks... what about those nifty hover
skateboards, such as from Back to the Future II? Or would I use
locomotion for it?
