I took it one step (two, actually) further: the Wind loss for Lifetap is
actually Rads that can't be affected by tolerance...they come back when
you get "clean."  Also, rather than giving the player the choice of where
odd points come from, they come from Wind automatically.  So every Atomic
Blast is 1 rad the character is soaking...mwahahahha!
