The reason Targeting is obnoxious like that is because you're using it
for the wrong thing.  Targeting makes a computer that can analyze a
situation and make the best of it.  a laser sight is far, far from it. 
Here's a brilliant idea for making a laser sight: use LIGHT!  Maybe come
up with a slight alteration to make it directional, but the choice of
power should be fairly obvious.
Saying Targeting is inappropriate is like the argument some people made
about junker-built lockpicks after Junkman just came out, "MacGuyver can
build a lockpick in 30 seconds to get through a door, but a junker has to
use Sensor, Brains and Agility to do it."
But how often did MacGuyver build a hand-held computer with small robotic
arms that picked the lock for him?  If your junker wants to make a
lockpick, he can grab a chunk of metal like anyone else, and use the
Lockpickin' aptitude.
