[HOE] Sykers Forcefield (Hopler/Goff)

Is forcefield treated like light armor in all respects (ie AP attacks ignore
it)?
The description seems to indicate that it is. And Im having problems with a
Syker in my group getting 3 raises
on his roll regualrly, making him next to impossible to ever hurt
(especialyl with his other armor).
If its not like armor, shouldnt this power cost more? Its not hard to
get -10 everytime on 5d12, and -20 is far from rare.
Not to mention he can just maintain it once he gets a great roll and then
drop grenades at his feet (it happened, no kidding).
