Okay, stupid question time,

     When a junker slaps together a rig, via Locomotion, VTOL, Prop, or 
whatever, is it assumed that the dang thing has lights?  Or should the 
brainer use the Light power and add his headlights too?  As a marshal, I've 
decided that lights come with the package, but what's the general consensus?
