    Tough to say. Although I agree off the cuff with Allan that 80 Mph would
make anything difficult to hit and so the Doomie would have to compensate
for the Raptors flight.   The flip side is that EMP and other powers can be
considered speed-of-thought type weapons.  I.E. -I think there for yer
spam.-  The mind is quicker than the Raptor.
    If this is the case then no speed modifier would be implied. As long as
the vehicle is in range on the card used, you're good to go.

    Looking further at EMP I say that speed does not affect the TN. I see
the Power as speed of thought and any vehicle traveling at those speeds can
almost pass into and out of range in a single Vehicle Movement Phase. A
standard Doomie with a Faith of 5 has a Range is only 50 Yards.  80 mph
equals 40 Yards a card on each 5 vehicle movements. That Raptor is sweeping
by for a total of 200 Yards that round.
    The Doomie is going to get a shot at it if he has a held card and the
Raptor does win the interrupt check and move from range.  The TN is going to
be steep enough and if he misses he isn't going to get another chance unless
the Raptor comes back. Good Luck.

    I would say that speed has no effect on EMP but each Marshall has their
own world view to maintain.

    And I try and land the Raptor's troops at a short distance under cover
then the Raptor provide cover. From 51+ Yards up. :)  Actual my posse has
only dealt with one and all it took was a single .44 Magnum round from actor
Mark Witt (He's Dirty Clyde!) and plenty of chips to kill it.  Lucky shot.
(It actually took two but he's not telling.)
