This assumes that they haven't developed some sort of tobacco
super-preservative in HoE before the war. At the very least, I'd extend the
shelf-life of cigarrettes on the idea that Pestilence would be fond of 'em
(lung cancer being a nice, slow way to die -- lots of fear there).
