tolerance says it protects against radiation greater even than that found at 
"ground zero".
so if a person has tolerance at +4 on them and a rad priest casts touch of 
the doomsayers on him it stands to reason that +4 would be added to the tn to 
heal him,
as its radiation being used to heal. as the book says if it protects against 
the rads at ground zero its going to resist the rads from a doomie, by the 
same logic if i have  tolerance running at +4 and then cast molecular 
cohesion, its a radiation spell trying to affect a person with rad 
protection. so +4 should be added to the tn of the power.
as far as i can see its simple logic.
