I think the best answer here goes along the "it's your game" lines, but
this is my take on it, at least.
All Doomsayers (and Doomsayer-like things, like Hekants, Doombringers and
Outcasts) believe in some supernatural force that gives them their
powers.  They have established that there are those "spirit pathways"
that allow them to channel the power granted to them, but the source is a
supernatural force that is worshipped.
The Glow does not dictate a moral code to its followers, beyond "have
some sort of mutation."  Loss of their mutations will make a Doomsayer
unable to use miracles.  The way they revere the Glow is similar to the
way Taoists operate.  The Glow is a supernatural thing that works through
the material world.  To think of miracles as just a material phenomenon
is to disbelieve the existence of the Glow, and hence, to not have Faith
(Doomsayers do work like sykers, but there's a reason why the syker
aptitude is called blastin' and not faith).
Basically, since it's a nebulous area in the setting, I wouldn't think
you were stupid for having a character like this in your game.  I'd say
it's a better-sounding idea than the Hekants, at least.  But I would say
that having such a character would be a change in the foundation of the
setting.
