OK, I was a bit wrong here.  You CAN lower a weapon's speed to 0.  A
Speed 0 weapon still takes an action to use, but it gets +1 to it's
Defensive Bonus.  I suppose this means you can't keep lowering it to get
more DB, it's a one-time only thing.
