[HOE] New PEG site

Hi all,

After 5 sleepless nights, the new website is *mostly* done. I'm sure there 
are plenty of typos, misfits, and tinkerings that need to be done yet. The 
content will be up by Tuesday, niggling details as I find 'em. I hope you 
like it! I had to learn all this stuff from scratch.

You can thank Chris Libey for the majority of the graphics, btw.

Now I'm going to sleep and not look at a computer screen for the rest of the 
weekend.
