One interesting thing you could do (if you really wanted to make them work
for it) is have no one in Junkyard be able to decode it. But they do find
someone who thinks that some pre-war cyborg tech could do it (in the
programs section of cyborgs). 
So now the posse has to try and hunt down a cyborg, or worse, hunt down
Dues Ex (the cyborg town) and not get killed when they find it. Could make
for an interesting series of adventures.

Baring that, look at the programs rules in Cyborgs and they might give you
some guidance for difficulties.
