It seems like the general rule with historical stuff is that, if it's not
mentioned, it happened similarly to the way it did in the real wolrd. 
Plus, with the amount of influence the Reckoners seemed to have over the
governments of the world, they probably would have loved the idea of
Israel being there (no offense meant by this, but you've got to admit,
there's a LOT of fear there).
