It's really up to the Marshall to make that call.
If it were up to me, I'd probably say no, flames and enhanced strength
is already pretty badass and probably up in the Belongin's 4-5
neighborhood already. For example, a shaman that enchants an indian
brave's club with Horned Owl's Fury and Strength of Bear doesn't
automatically make it a Spirit Weapon. Creatures that can mitigate or
avoid physical damage would still continue to do so against it.
If this breaks the player's heart or makes him sulky/whiny, I might
offer him a quest to find a shaman that can do the enchantment he wants,
or give it to him if he spends more points. But if anyone closely
examined the sword they'd see "Manufactured by Hard 8 Enterprises"
stamped in tiny letters on the hilt.
