[HOE] Shooting into combat

The players in the group i play with do not agree with the rule of shooting 
into combat. If someone is about 5 yards away and they try to shoot either a 
gun or use a power like Atomic blast, that they have to add the persons 
fighting brawling level onto the target number. Now in the new rules it 
states, " when shooting whille in hand to hand combat you must add the 
opponents fighting level to the tn," but i can not find any rules to firing 
into combat which involves two or more other people that might be at some 
distance away. Do any of you think that you should not add there lv or you 
should, or have you got any other ideas as to where i should be looking to 
resolve this issue.
