True on that part. Which makes short barrel weapons that much more
difficult to aim with -- or long barrel weapons that much easier. But if
you compare std peacemakers to cavalry models to Buntlines (4 inch - 7
inch - 20? inch barrels) the distance between sights has impact. Or maybe
between short and long Winchester rifle models. But yeah, comparing pistols
to rifles it'd be the bullet spin with more impact.

The chart's a good idea. PEG might've had the same thoughts but averaged
out at 2 for simplicity of abstraction.
I could probably hit something as big as a man at 200 yds too, if he didn't
know someone was shootin' at him! With an appropriate weapon I'd say
something like a "hunting shot" is actually pretty easy -- unaware target,
shooter has nothing else to do but shoot (noone shooting back...), some sort
of long range weapon -- just don't bust. But for a "combat shot" I'd stick
with the normal TNs and Drawin' a Bead bonuses. I imagine it's harder to
concentrate when there's bullets whizzin' all about.
