I see it differently. The modifiers are a game mechanic that tries to
convert to numbers the abastract events of combat. It's not a perfect
representation of combat (which isn't possible), but a close abstraction.
So in that case it seems to me that if you are going to apply some of the
modifiers, you should apply them all equally. It doesn't seem fair to only
apply the negative ones. Like I said, I see drawing a bead as more than
just lining up the sights. It's also leading a moving target, waiting for
the right moment to strike, looking for a better shot through cover, etc.
