Actually, the hexslinger hexes mostly have a duration of 1/round, with no
concentration even being mentioned. This means it costs 1 wind at the
beginning of each round, irregardless of whether you're doing other
things or not. On the whole, though, powers that only have
"concentration" as their duration don't give the option of expending
Wind. A lot of powers have "concentration or 1/round" listed, in which
case you have the choice.
So, yeah, Ghosted harrowed can't do a whole lot, besides walk around and
look spooky. No activating other powers at all for them while they're
under the influence.
