I do hope you mean Rail Wars and not Range Wars, since Rail Wars is a
minis game, while Range Wars is glorified Pogs with rules.
But to answer what I hope was your question, yes.  I worked out a se of
Hoe minis rules with a campaign system that worked like Necromunda.  I
never got all the way through it, but I might...someday.
