God cahtch, Kai. By powerpacks it's meant batteries.  On the power armor 
table there is a column for batteries, and the value listed there is the 
number of charges a battery for that type of suit holds.  Basically you can 
buy more batteries, at a availabilty rating of VR.  The cost of an additional 
battery would be the max number of charges x 5 (so a 150 pt. battery would 
cost $750).  The things are about the size of a car battery.  Then empty 
batteries could be recharged.  Of course then you've got to deal with popping 
out old batteries and putting in new ones - that's probably not real 
convenient to do, basically taking 3 minutes to open the compartment and 
disengage, then reingage the batteries--and seeing as how they are on the 
back of the suit the wearer has to have someone else do it or get out of the 
armor and do it themselves--a point of real stress for a Pupae. Hooking up a 
new battery is a Foolproof (3) driving: battlesuit or Fair (5) tinkerin' 
check.
