I'm not sure you can come up with many generic hooks that will grab
an arbitrary posse.  Learning of a hidden nuke or Airforce One's
crash site would be examples, and good old generic loot.

Marshal's have the advantage of being able to tailor the hook to the
posse.  Today I just had Toad Miller drop a gift at the feet of his
new idol the librarian - a sack of books stamped "Wichita Public
Library" and bearing adjacent catalog numbers.
