I think it was domestic. White supremacists, to be exact.

At the very end of the Turner Diaries (which Tim McViegh slept with under his 
pillow), the main character flies his plane into the Pentagon. And they don't 
like financiers, so the WTC is a logical site as well. 

As for Osama Bin-Ladin, who learned everything he knows from the CIA, I would 
find it surprising that he could train four jumbo-jet pilots who were skilled 
enough to do this that accurately. As for the Koran and the flight manuals in 
the car, they could've been planted.
