The laser in the Javelin system can be used against ground targets, but its 
radar generally can't be used to scan for ground targets on the ground due to 
ground clutter, etc. On a flat, featureless plane it could probably be used 
to spot moving things. It's not so much a matter of ability--the radar 
cross-section of most military aircraft at the time of the Last war is 
probably smaller than a hummingbird, but the radar is designed as a 
skysweeping radar, not a ground sensor system. It is so sensitive in its 
abilities that it wouls pick up everything on the ground, resulting in a full 
screen of clutter.
