Wild speculation on my part: I think that this has to be the Reckoners
coming out to feed on the fear engendered by another large scale war. Think
about it - why did the Reckoners stop during Judgement Day? They could have
easily wiped out the rest of humanity - but they didn't want to. Why?
Reckoners and their minions feed on fear. Wiping out humanity will simply
cause the Reckoners to starve and may possibly destroy them (as hoped by
Raven). The Harvest is the Reckoners going out to gorge on a fresh crop o'
fear...
