Same here. The harrowed's dead already, can't make a chunk o' harrowed any
deader by cuttin' it off. But if you lose the part, the harrowed can't grow
a new one without Reconstruction. They can only "heal" their original
parts.

In our saga we've ruled that any healin' above Maimed defaults to a TN of
13.
After all, you can't do much more to a body part than maim it.
If the body part is removed, then you stitch it back on, and it's useless
until
the Healin' check is successful. If it's destroyed (GM's call here, I should
think), then your Harrowed might need the Reconstruction power.
