Shattered Coast does have a Float power for building boats and subs. Be sure to
check out Iron Oasis, if you haven't already, for a bunch of new junker powers
dealing with aircraft.

Not specifically. The simplest way to do that would be to just cram all the
powers you want into one frame, although it would get pretty cramped. Junkers
aren't much for compact construction--the wings on that flying motorcycle
wouldn't retract invisibly into the chassis, they would fold back along the
sides and add a bit of bulk even when retracted. Depending on the powers
involved, it might be reasonable to allow them to share some slots--a car and a
helicopter could conceivably run off the same type of engine, so a car with a
retractable helicopter blade might only need the larger of the two engines
called for by the Locomotion and Rotor powers.
