Probably, but to get a spirit fetter, you have to kill a cyborg- good luck. 
And then, you have to find someone who knows how to work a prewar fetter. 
(the text of cyborgs hints that tuning one correctly for the manitou it'll 
house was a tricky procedure) You're probably much more likely to find 
functional spirit, and qualified personnel, at Deus X machina.
