i had this idea come up for me as well...but to begin with....Boise is still 
a deadland...is fear 6...even though it has all the templars...(wasted west 
book)

i would say just as soon as the horror dies, it would lower a fear level 
automatically...then with the tale-telling roll it would lower it to 4....and 
another month or two it would be down to 2 or three.....

about the Maelstrom..i was wondering that as well...and i made it in my game 
totally disappear....and well it actually hurt boise more...because in my 
game that was a great defence for the town...but thats just my game...
