Unless I'm mistaken, the definition of a Deadland is an Area where the Reckoners can comfortably (and physically) dwell. In order for any place to be a Deadland it must have a Fear Level of 6, any level below that could still be a mighty nasty place, but it isn't a Deadland. Or in other words the Reckoners could pass through, but they would not feel comfortable until they'd created enough fear to get the level back up to 6.
By that defination, Boise has not been a Deadland for quite some time. In fact I remember Jo mentioning something about the Ghost Storm being quite a bit weaker because of Boise lower Fear Level, (that's probably why they run races through it.) Perhaps the sore spot for Simon & Jo is the fact that with all those Templers, Companions & Squires running around Boise shouldn't have a fear level at all, it should be some kind of paradise. It ain't because of the Boise Horror, but anyone who has read the adventure knows why it's been so tough to catch.
I guess my approach to the whole thing will be, (I haven't run my posse through it yet) that they can and should knock the existing fear level down, but if they don't get the chance (I like to keep my posse busy, ) then I'm sure the fear level will begin to drop on it's own, (especially with Jo running the show.)
