That's right.  A gun that has a ROF of 2 can double-tap; that's why they
have ROF 2 in the first place.  It doesn't mean you can double-tap for four
rounds, it means that if your gun has ROF 2 instead of ROF 1, then you use
double-tap rules if you wish to fire two rounds.  Seems pretty simple to me.
