Well, it depends on what you want.
Waste Warriors is a good general info book; anybody can use guns and
practice tactics. It also has the rules for martial arts and updates some
rules to the "new" version of Deadlands (which is so new it was out before
Waste Warriors, I believe). The rules updates are minor, so it's not really
NECESSARY in that regard (I personally ignore most of them and just use the
older versions). It also has a nice section on the Last War from a
soldier's perspective.
The Junkman Cometh is pretty much required if you want to play with Junkers.
The rules as they are in the main book aren't that great, and the background
of how Junkers came to be isn't so clear. All of this is fixed in TJC.
Junkers are made more interesting, given new options and abilities, and a
whole new system for designing gadgets. Yes, it uses numbers and some math,
but it's actually not that bad. It IS the most numbers-heavy system PEG's
ever made, but it's nowhere near as bad as GURPS or the like. I recommend
this one mainly for the fact that it really makes up for the scant section
in the main book and it gives you a much better perspective on how Junkers
do their stuff.
Then you have the location books. I'm still waiting for City o' Sin, so I
can't say for sure on that one, but the other three (Iron Oasis, Shattered
Coast, and Denver) aren't bad purchases. It depends on what you really want
and/or need. Iron Oasis and Shattered Coast both work well for giving you
large areas to base campaigns around, while Denver gives you info on a large
area to base campaigns AGAINST. Both Junkyard (Iron Oasis) and the Maze
(Shattered Coast) work well as "home base" areas for campaigns. Iron Oasis
has more in the way of rules and crunchy bits (cybernetics for the living,
aircraft rules) while Shattered Coast has less of that and more plain old
world info, covering most of the Maze and a few other areas, like Turtle
Island. Denver is less of a placebook and more of a Combine sourcebook, so
a lot of it isn't very suitable for players (unlike the other two which have
lots of stuff you can let your players know). It has details on
Throckmorton's military-industrial capabilities, the resistance, and info on
Denver itself. It also contains the updated and expanded rules for powered
armor (since the ones in the Wasted West no longer jive with the updated
Junker rules).
