Several things to keep in mind.

1). The first problem you're having is that you're trying to recreate a
piece of non-Junker tech using Junker rules.  It's better to just try and
make a "car" rather than, say, a Camaro.  The Camaro was made in a factory
with the finest in automotive technology, miniaturized parts, high-quality
materials, and exacting standards.  A Junker device, in contrast, is made
out of old junk held together with arcane energy and duct tape.  You might
not be able to make your Camaro as-is without using the Miniaturization
power.

2). It should be noted that the slot costs for powerplants listed under the
Locomotion power are incorrect; they should each be 10% less than the listed
cost.  So it goes 5%, 15%, 25%, not 15%, 25%, 35%.  This STILL isn't enough
to shave your costs down, but...

3). ...reducing your fuel capacity will.  Take a look at the formula for
determining miles-per-gallon; it's 20 minus Frame Size, then multiply that
by five to get your MPG rating.  This gives your Frame 10 car a whopping 50
MPG on Spook Juice; it's powerful stuff when your car is built to run on
spiritual energy.  Compare this to something like a Camaro Z28, which gets
around 20-30 MPG.  You could shave some fuel tank slots and come up with a
better deal.

The easiest fix I can see off the top of my head is to raise the Frame size
to 11.  This means that the wheeled suspension costs you 54.9, the engine
costs you 137.25, and the seats still cost 280.  This gives you 76.85 slots
left over for fuel and extras with an economy of 45 MPG.  It won't have
quite the range of a real-world Camaro even if you max the fuel tank (you'll
have a range of 315 miles with a seven-gallon tank), but you gotta remember
that this thing was, before its creation, a pile of rusted scrap sitting
somewhere.

Technosmithing is all about making compromises here and there.
