And remember there don't need to be a lot of them around. The Templars
have a fairly significant "support staff" from the local population. They
can make up the bulk of bodies (esp. since they aren't off galavanting all
the time). And given the Templar mentality they would all be expected to
take up arms if a fight broke out.
Think of it like fuedal knights. There was, what, Arthur and 12 knights of
the round table for a whole kingdom?
