That only works if he has metallic skin. ^_^  But yes, that would work.
 As for why the power doesn't work on the mutie in question, I chalk it
up to the old "internal powers" v. "external powers" thing.  Some
powers you can use on you (internal), others you can use on other stuff
(external).  That's my theory, but hey if you want a "toss yerself
around" power then say it's usable on the mutie.  IYGDWYWD.
