I would make a junker EMP weapon function similarly to the Doomsayer power, if
only because that is specifically described as being an electromagnetic pulse as
opposed to a lightning bolt or somesuch.

You could take a cue from Spirit Weapon and make it a separate power that needs
to be combined with Flash Gordon or Ammo to be effective. (Or Weaponsmith if
you're feeling really perverse--EMP whips!)
