Its all a matter of how much time you have for a simple walking dead
encounter, and how much hell you want to put your players through.
If you check out page 162 of the rule book you have a perfect example of a Harrowed or even Walking dead being able to do that, unless artistic licensing was used. I believe that Harrowed and Zombies have the ability to do that, as it states "The brains are the motivator of the Harrowed's body. A body part that's amputated doesn't work anymore. If the Harrowed was somehow decapitated, the head would work fine, its control over the rest of its body would cease."
Which in my eyes tells me that if the arms and halve of the body are still attached to the head, then they would still have control and be able to move, albeit slowly.
