You know, my original reply was to shoot back an example of average
fighters going at each other. But then I got to thinking that maybe you're
right.

The original reason we halved the opponents fighting skill before adding
it in to the TN was because HtH seemed so much harder to hit in than
shooting (TN 5). But since then my group's come to a few revelations:

1. Penalties for darkness don't apply to HtH, just shooting
2. Movement penalties should be applied most of the time

So looking at HtH vs. shooting:

Generally speaking no one's going to stand still during a fight (that's
how you get blown away) so a shooter will have a -2 to his TN for his
movement and a -2 to his TN for his opponents (assuming they're both
walking, my group breaks up penalties into -2 for walking and -4 for
running), so that's a "base" TN of 9 already. And that applies whether
you're shooting at Spiderman or Cleatus the Slack-Jawed Yokel (does
Spiderman actually walk anywhere?!?) Now if you add in any darkness
modifiers and take into account cover (if they're not moving they better
be in cover!) the TN for shooting goes into the lows 10's easily, which is
the TN for hitting in HtH against a tough opponent.

Hmm... my group may have to rethink its rules.
