Nope. Rather, "Dice kill characters, GM fiat saves characters."

Some groups prefer more emphasis on the "Game" element of the Role-Playing
Game. In fact, lately, I've been running a playtest game for
Spycraft/Shadowforce Archer (plug, plug) without a screen, which prevents
me from fudging dice (I call it "Iron Man Spycraft"). In some ways, I think
it's an improvement: the players know its on the line, and that if the dice
come up wrong, they could well be killed, with no chance of GM fiat saving
their bacon. It really ratchets the tension in those climactic moments.
