Well, they can use broswer powers, but that's all a tech spirit can learn to
handle.  the reason they can't learn an arcane background is because they're
not human, and unless they draw the red joker during creation they're left
with just those powers.  you see, they've learned how to lead other tech
spirits to a junker's device(giving the junker that +3), but they haven't
quite gotten their hands on 'cramming' it into the device like a junker can.
an android makes an excellent supplement(or even familiar) to a junker, but
aside from that balance out pretty well.
