Just to see if anyone has an idea whether it was
better to just introduce an NPC with the power or to have them stumble upon
it. Now, I mean powers that are brand new. I have been playing
around with a couple of ideas for balance and it would be to make them for the
NPC or have one guy find it and read what it says in a "book" or
"slug."
