The big limiting factor here is BP's. If someone starts with only 1 pt. in
blastin' and one syker power (for example), he's going to have to dump a
lot of points into skills and powers to get up to a decent level.
Meanwhile everyone else is learning their 7th power or raising their
shootin' skill to 7.
